When TheFreebieSite compares programs, we line them up on the same, checkable points: price and what it includes, who qualifies, how the process works, and what is required to get started.

We do not rank programs by which one pays us the most, and a comparison here is not a substitute for reading a program's own terms or, where health is involved, talking to a licensed provider.
